Draft Economic Analysis for the Proposed Designation of Critical Habitat for the Mexico, Central American, and Western North Pacific Distinct Population Segments of Humpback Whales

This report provides an analysis of the economic impacts that could result from a designation of critical habitat for three distinct population segments (DPSs) of humpback whales listed under the Endangered Species Act (ESA) - the Mexico, Central America, and Western North Pacific DPSs. Under section 4(b)(2) of the ESA, NMFS is required to consider the economic impact of designating critical habitat.

Will there be opportunities for the public to comment on the work product to be
peer reviewed?
Yes. NMFS will request public comment on the draft economic analysis
if and when a proposed rule to designate critical habitat is published. Public comment on
the economic analysis would be solicited concurrently with publication of the proposed
rule. Thus, any such request for public input on the economic analysis would be done
following the completion of peer review.

Will the agency provide significant and relevant public comments to the peer
reviewers before they conduct their review?

Primary disciplines or expertise needed in the review: Humpback whale biology and
ecology, cost benefit analysis, ESA section 7 consultations.
