Title and Description:
Joint Scientific Peer Review of the 2016 Stock Assessment for Pacific hake / Whiting in US and Canadian waters
This stock assessment reports the status of the trans-boundary coastal Pacific hake (Merluccius productus) resource off the west coast of the United States and Canada. The stock assessment is conducted and peer reviewed as outlined in the Agreement between the Government of the United States of American and the Government of Canada on Pacific hake / Whiting. This agreement formalizes past scientific and stock assessment collaboration through the creation of two scientific bodies: a Joint Technical Committee, charged with producing an annual stock assessment that includes scientific advice on the annual potential yield of the offshore hake/whiting resource that may be caught for that fishing year; and a Scientific Review Group, charged with providing an independent peer review of the Joint Technical Committee's scientific products.
The Scientific Review Group (SRG) will be composed of up to six individuals, with two appointed by each party (e.g. the United States and Canada) and two independent members appointed jointly from a list supplied by the Advisory Panel. The SRG will meet annually, or as often as required, to:
· Establish Scientific Review Group terms of reference for approval by the Joint Management Committee
· Review the stock assessment criteria and methods and survey methodologies used by the Joint Technical Committee
· Annually provide, by Mar. 1, unless otherwise specified by the Joint Management Committee, a written technical report of the stock assessment and its scientific advice on annual potential yield
· Perform other duties and functions as directed by the Joint Management Committee.
Additional information regarding the Pacific hake / Whiting Scientific Review Group and Joint Technical Committee, including current member composition and meeting documents, can be found on the Pacific hake/Whiting Treaty website: http://www.nwr.noaa.gov/Groundfish-Halibut/Groundfish-Fishery-Management/Whiting-Management/Treaty.cfmN
