The Right Whale Source Document and 4(b)(2) Impact Analysis compile information on; 1) the habitat requirements of right whales in U.S. waters and identifies the physical an biological features essential to the species that may require special management and; 2) analyses the economic, national security and other relevant impacts of designating critical habitat for the North Atlantic right whale.
