Web Content Management

Policy:
A Web Content Management Plan shall be created for all NOAA Web sites, public and internal. NOAA CIOs shall ensure that all Web Content Management Plans address the following requirements:

a.  Managerial controls.  All content in NOAA's Web presence shall be reviewed and vetted through proper managerial controls on an annual basis.

b
.  Web content must support NOAA’s mission.  All content in NOAA’s Web presence shall support the NOAA mission; any other use is prohibited. The plan shall provide for a procedure to prevent posting of content that is in violation of this policy and to remove existing prohibited content.

c.  Procedures for ensuring and maximizing the quality, objectivity, utility, and integrity of information prior to dissemination.   The plan shall provide procedures for ensuring and maximizing the quality of information prior to dissemination. These procedures shall be coordinated with NOAA’s process for complying with the Information Quality Act (Section 515 of the Treasury and General Government Appropriations Act for FY2001).

d.  Safeguarding sensitive information in support of Homeland Defense.  All content in NOAA's Web presence shall comply with all relevant statutes, regulations, policy, and other applicable guidance in support of homeland defense.

e.  NOAA Web sites are government property.
 NOAA Web sites are to be treated as government property and as such, are governed by the rules and regulations controlling the use of government property. The noaa.gov domain may only be used for sites that are fully compliant with NOAA and DOC policies, as well as all applicable laws and government directives.

Purpose:
This policy ensures appropriate management for NOAA Web sites.

Scope:
This policy applies to all NOAA Web sites, public and internal.

Terms and Discussion:
Web Content Management Plans may be created by the Web Content Owner, Managing Editor, or other appropriate personnel in accordance with NOAA's Web Governance structure.

: This policy changed from Web Asset Management to Web Content Management. A content management plan is required for all public and internal NOAA Web sites and NOAA CIO’s shall ensure the plan addresses specific requirements. New requirements state that NOAA Web sites are government property and should be under proper managerial control. Also, added: The NOAA.gov domain may only be used for sites that are fully compliant with NOAA and DOC policies, as well as all applicable laws and government directives.
