Hardware & Software Specification Guidelines


NOAALink strongly discourages the use of quotes in conducting market research and identifying specifications, as doing so severely jeopardizes the integrity of the procurement process.  Moreover, requesting a direct quote enables the manufacturer to track previously quoted pricing, making it exceedingly difficult for NOAALink vendors to negotiate lower prices, thus forcing customers to pay a premium price.

Please note independent specifications are still required for your hardware and software requirements; however quotes may not be submitted in place of specifications. Market Research is required to support data provided on the IGCE, and should be based on publicly available information.  Examples of acceptable resources that may be used to conduct market research include:

    1. GSA Schedules of GSA Advantage!
    2. Online research
    3. Catalogues
    4. Historical Data
