The Office of the Chief Information Officer (OCIO) ensures the National
Oceanic and Atmospheric Administration's (NOAA) compliance with the applicable
provisions of the Clinger-Cohen Act of 1996 regarding the management and
use of information technology (IT) resources including (but not limited to):
- Monitoring and evaluating the selection, control, and evaluation
of IT investments (i.e. OMB Exhibit-300 and IT Capital Planning and
Investment Control processes). Recommending appropriate actions to
the NOAA Line Offices and the Department of Commerce.
- Establishing goals for improving the efficiency and effectiveness of
the NOAA's operations and the delivery of services to the public through
the effective use of IT.
- Providing NOAA-wide managerial and technical strategic direction for
IT.
- Promoting a One-NOAA approach towards IT to leverage common solutions
involving innovation, standards, collaboration, infrastructure consolidation,
efficiencies, and economies of scale.
- Coordinating, developing, and issuing IT policies and guidance throughout
NOAA, and monitoring and enforcing compliance with such policies and guidance.
- Operating NOAA enterprise-wide programs for financial and grants management.
Leading and managing enterprise-wide programs for IT security, high-performance
R&D and scientific computing, enterprise architecture, COTS enterprise
license agreements, and subject matter Sub-Committees under the CIO Council.
- Coordinating data calls - requests for information from NOAA and Commerce
- about NOAA IT programs.
- Representing the NOAA in interactions with the Commerce and other federal
agencies on IT matters, and participating in the activities of the Federal
CIO Council.
- Serving as the Department of Commerce-wide lead representative regarding
geospatial data, services, and standards.
